@yestermornin - if you have a Canada wide unlimited calling plan and you are getting that message, it is an unfortunate glitch.
So, you are not connecting even after added a 1.
Well, then you need a network refresh, I would think.
Refresh your network by:
I was getting that message for a period of a few weeks about a year ago (was on the $25 unlimited calling plan). Doing one or more of the above let my calls complete.
Then eventually, those message stopped.
Hopefully, the will stop for you too soon.
But, it if the message continues and you cannot connect, then it will be time to submit a ticket to the customer support agents (CSA), methods found here: https://www.publicmobile.ca/en/on/get-help/articles/contact-an-agent

@yestermornin : Check the number as being the right number and also add a 1 in front. If not a Canadian number then do you have any non-Canadian add-ons?

Any current plan $25+ has unlimited Canada wide in/out calls.
Did you try to reboot your phone?

@yestermornin What exactly did the message say? Is it possible that the message said something like "this is a long distance call blah blah"?. If that's the case it's a standard message just ignore it and let the call complete. To avoid that message put a 1 infront of the number.
Let us know.
