I have a 25$ 3G network plan. When I pay for the U.S. add-on, and I go to the U.S. it does not work.
Given that the U.S. no longer has 3G and have upgraded to 4G and 5G, will the U.S. roaming add on ever work with a Public Mobile 3G plan? Or Any Plan???

The data and texting do not work fine in the US - I can vouch for that. In fact they work horribly - and yes, in theory they should work, but they do not. Tbf, I can only attest to the catastrophic functionality in Las Vegas and in S. Florida (which is where I visited in August). I can also attest that both a Koodo phone and a Telus phone worked, while mine (and my wife's) PM phone did not. Sad.

@Wicharles , your plan is a so-called 3G speed plan. The connection is actually on the LTE network. It would be the same if you roam in the US. The only weak spot is calling which must be done through T-Mobile 2G network. That can be spotty. Otherwise the data function and texting works fine on LTE.

Are you in the USA now @Wicharles ?
Do you see the roaming add on in your My Account, or hear it when you call 611 from your device...or, # 1-855-478-2542, since you may not have services.
Try to restart your phone and do a device network reset to see if you get connected properly.
Roaming in USA is well hit or miss it seems lately.
