Are you using eSIM or a physical SIM card? If you are using a Physical SIM then try taking it out restarting the phone putting it back in and try. 
If still it’s not working you can submit a ticket to a Public Mobile CS agent with the link below.

you are new activation ? service ever work before?

try to reboot the phone, try to take sim out and put it back and test

and login using Incognito/Private/Secret mode on your browser to My Account and check if account is active
