Someone help me please. I am not able to speak with customer service. My service and data are not working. I have tried literally everything.

This is the problem with people here continuing to use the term "ticket" for a system that does not work. The method to ask support is through private messaging here:

Did you try the sim in another phone? Can you use another phone and dial 1-855-4pu-blic and enter your number and get the recording?
Maybe even have a look at devicecheck.ca to rule that out.

Yes I have paid they have taken my money. 
I literally can not submit a ticket it will not let me

if it does, then account is good in terms for payment.  Please submit ticket with agent

Nothing is says call failed immediately. I can log into my account. I have done multiple resets

What recording do you hear when you dial 611? Can you log in to your account? Can you try your sim in another phone? Have you done a full power off restart?

you can get support from PM agent by submitting ticket here:

They will reply in an hour or two.  While you are waiting, use Incognito/Private/Secret mode to login My Account and check if your account is suspended for no payment.  If it is suspended, you can reactivate it by clicking on Pay now and resume service

If your account shows active , then try to reboot your phone, try to click Reset All networks and try the phone in another location
