Set up new account and phone number but cannot connect to network

If the device isn't Samsung-branded, the carrier that the phone is locked to would need to be contacted.  In Canada, carriers, must profvide this code for free.

Unfortunately, it appears that someone has already tried unsuccessfully to unlock this device, and that's likely why it's now asking for the SIM Network Unlock PUK.   You now need both the SIM Network Unlock PIN and the SIM Network Unlock PUK.  If you're asking the carrier that the phone is locked to, customer service can often misunderstand this request and the moment "PUK" is mentioend, they could very well incorrectly send you back to the carrier of the inserted SIM card.

SIM Network Unlock PIN and SIM Network Unlock PUK mean that the phone is locked to another carrier than the inserted device.  it's not actually a SIM card code.  Public Mobile wouldn't be able to help with this unless the phone is actually locked to Telus and the customer saw this message after insert a SIM card from a non-Telus brand.
