It usually means it's locked to a carrier. Good news is once you reach out to them it's pretty easy to get the code

@Zuber is that the SIM card PUK you are looking for or device carrier unlock code?
SIM card PUK will be asked if you have previously setup a SIM PIN and you have entered the wrong one too many times

@Zuber @What is your exact message?did you put your sim in a different phone it could be that phone is carrier locked
