Just installed Public SIM card and never received SMS from former Carrier to approve Port request to keep previous phone number. Carrier says Public never made the Port request and now I can't talk to anyone at Public to resolve the isssue.

No worry, There is a number to all to talk to live support and the can re-trigger the process for you. I will message the number to you via the Community inbox. Check the envelope icon on top right. Call them and get it fixed
