I live in Canada, If I want to add on the $15 international long distance, can I use it In Mexico to call back to Canada?

No. It is only when you are in Canada. Also just note that Public Mobile does not offer roaming add-ons for Mexico only USA ROAMING add-ons. If you're in Mexico take a look at TEXTNOW app. You get a Canadian number in your area and you can call/ text for free over Wi-Fi.
