If the phone is locked to a Canadian carrier, as @Dunkman stated, that carrier should provided the unlock code or arrange to have the phone unlocked for free. However, some carriers sometimes resist if you're not a current customer of theirs. Another option is to try online marketplaces such as ebay to purchase such unlock codes/unlock services.
