Why today i have problem to send and receive text messages?

Here are some things you might attempt to troubleshoot.

 

Examine the signal strength and coverage.
Check to see whether the network extends to your region.
Place and receive calls for practice.
Restart your system or device.
Check your device's Blocked Number and Spam settings.

There were some network issues reported today.

 

Check for outages in your area: https://www.telus.com/en/on/outages

or https://downdetector.ca/status/telus/map/ 

 

 

You can also perform a reset of device's your network settings and see if that resets anything.

can you test your SIM card in another device, to test your issue in SIM card network or your device,

I already re-started my phone 5 times. also i have switched to airplane mode few times, but still not working correctly.

Issues such as these can sometimes be fixed by restarting the device.  Are calls and data working?  Also, try disabling iMessage (and enable SMS). Also, try disabling RCS chat features to see if there problem is with that aspect.  This could be a momentary problem with Public Mobile's network and systems that could resolve itself if you try sending your text messages at a later time.
