It can be tricky, system has been off and on again for awhile. If you tired already and few times today without success, wait untill tomorrow to try again.
You can also download the public mobile app and do it there under the Payment tab.

try logging in to your account on a laptop, then click Payments / Manage Subscription / Manage Payment Method...

You can make a payment for your phone bill by signing onto your account and clicking Payments. Click add funds with Credit/Debit Card and their you can make your payment.
You can turn on autopay so you don't have to pay every month manually. To do that click Manage my Subscriptions then turn on Subscribed.
