The company explicitly said phone bill would be enough. They just want to confirm that I'm staying in Canada.

Such a receipt would be valid for tax purposes or submitiion to a company for work expenses, but for the purposes of proving your adderess and identitiy, it likely would not be accepted. This is because Public Mobile is a prepaid carrrier and never checked your identity during the activation process.
