High data usage

Is it possible to use over 25 GB of data within 2 hours of hotspotting? I was only checking email on my laptop. I'm wondering if this is an error.

Sure! If you download a lot, watch hi-def movies, multiple people use your hot-spot, etc. Maybe somebody was using your hotspot? Get an app (I am sure it exists) to track Internet usage and who is connected to your phone/hotspot.

If you hotspot to a computer and downloading update or the computer was backing up files to cloud

where you see data all used up? Maybe your cell was setup with data limiter and it stopped the data on your device ?

check if you have data left on My Account, best to use Incognito/Private/Secret mode on your browser on a computer

Highly unlikely 

although when I’ve used a VPN in combination with hotspotting, I use more data but 25gb in 2 hours seems crazy unless you were streaming like multiple streams of 4K video

And or lap top /computer

simply try refreshing the page to check data plan / mins / add ons
