i had 2-3topips i did it by mistake can i got refunded or exchange to my plane?

To be clear, by top-ups do you mean you simply added funds to your account or do you mean you renewed your plan before the end of the normal cycle?
If you simply added funds to your account, they'll sit there under your available funds until they are used up. You won't get a refund for that.
If you renewed your plan early, as in did a top up and chose the same plan before it's cycle end date, there might be a chance the customer support agents will take those 'excess payments' and place the value of them in your available funds for future use.

Officially there's no refunds or transfer of funds between accounts. But if you accidently topped up twice (this used to happen a lot with the old self serve accounts) you could appeal to customer support and an agent may grant an exception to top up your other account or refund it (which may take up to 30 days). Just don't be disappointed if they say no?

Top-ups will remain in your account as credit so you can use it for monthly payments or add-ons but it can’t be transferred to another account.
You can ask for a refund by contacting a CS_Agent by DM them but refund may take up to 30 days to process.
