Facetime and IMessage Not Working

I just activated my account and transferred my phone number. Now I cannot receive any IMessages or Facetime calls. I tried " Tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings. " And it's still not working. Any suggestions?
