a workaround I can suggest is for you to download the free voip app such as TextNow, which will use your local wifi or separately purchased data. Seems to be free data in most cafes, hotels/motels/ resorts and librarys ...you might have to ask for their wifi password. During activation, you'll select a free Cdn number so others can call you and you can make free calls. You'll be able to call and text most any US or Cdn number for free. For separately purchased data, many have used www.airlo.com. I've never had to use airlo but many have reported using it with success.

your eSIM from another European will likely work on the same phone you have.

And if you meant if you can have both on the same phone, then yes, you PM sim can co-exist with the other esim on the same phone. 

But the European esim of course won't work on PM network and PM sim won't work in Europe.

I hope that clear up your concern.

Sorry what I meant to say is if I purchase an ESim from a provider In Europe will it work with the PM network.

Sorry, but Public Mobile offers no services in Europe.
