No, the Nokia is 2G and is old phone network.
You will need to spend around $100 for a new phone with current network technology 3G WCDMA 2100/900 (B1/8).

2G only, and Public Mobile (Telus Mobility) has no 2G network, so no.
This phone only has a chance of working in Canada on the Rogers network for another year or so before they fully decommission their 2G GSM network as well.
