Display on phone after set up

Activated SIM card and when I powered up the phone it had the following display 

oper.code

Attempts: 10

now what ?

Your phone maybe locked.

@Wainwrij hello if you just activated your account it is likely that your phone is locked to your previous provider contact them for unlock code if it is a samsung you can contact them online for a master unlock code
