The phone being locked another carrier is only one possiblity.

 

The SIM card itset could also be locked, the result of someone entering an incorrect security PIN too many times. If that's the case, only Public Mobile could help with this.

If your phone is a Samsung you might be able to get an unlock code from the Samsung website via a chat
