Can't send or receive pictures in sms

What settings to get pictures or send pictures..I get txt messages.Is there a setting to change??Or is it public mobile data not working correctly

B4 u answer or anyone else there are settings in the phone.Anyone thinking it's plug and play I had to make adjustments to make data and phone wrk

Can you otherwise browse the internet not on wifi?

If you're able to edit then use the following. If adding then let me know.
Check your apn settings, particularly the apn type:
Name: whatever you want
APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMS proxy: mmscproxy.mobility.ca
MMS port: 8799
APN type: default,mms,dun
APN enable/disable: APN enabled - probably on anyway and greyed out
MVNO type: GID
MVNO value: 4D

Save, then select to use, then go in and out of airplane mode

This phone should work if it sends and receive txt..only pictures it does not work

Sending pictures is actually MMS which then requires cell data turned on to send and receive. What make and model phone?
