If you are on $15 plan maybe you ran out of minutes? But you should be able to receive calls.
What your Account says? Still active with plenty of minutes?

If you can try swapping the SIM card with another phone and your card won't work with the other phone but the SIM from the other phone works normally in your phone, I would open a ticket with CS to have it checked:

If the SIM can't be fixed, you'll need to buy another one. Keep the receipt to ask for a credit to your account.
Edit: If a good SIM won't work in your phone, then it would be a phone problem. Check all the settings, do a network reset. Maybe even a factory reset as last resort.

When did this happen? I wonder if you ran out of minutes - you can log into Self Serve and check your plan details online. Note that Public Mobile renews your plan every 30 days and not monthly like most other providers. This means that the plan renewal date shifts from month to month so your minutes/etc also won't renew the same time every month. Other options to reboot, call 611, and 3G are all good things to try as well.
If you're able to send and receive texts, there is no need to reseat your SIM card. Your SIM and phone are logged onto your account if incoming and outgoing text messages are working.

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute,
4. put it back and power on,
5. toggling airplane mode off/on,
Go to Settings > General > Reset > Reset Network Settings.
This also resets Wi-Fi networks and passwords,

@Golfernow reboot your phone first.
If issue persists, try to change the Network to 3G Only
Still fail, try to go to a different area (in case there is an outage where you are at) or try your SIM in another phone
And.. does your Mobile Data work?

Dial 611 from your cell to get a status update on your current plan. Have you run outta minutes on a plan ?
edit; if you have a plan with limited calling and have run outta minutes, you can get the $5 / 500 minutes of Canada wide calling add-on.
Alternatively, you could upgrade to $25 plan with Unlimited Canada wide calling.

Which plan do you have ?
Trying rebooting your phone. If you have another phone then try swapping the sim. If you still have problems then try a network reset.
