Can I use my public mobile number abroad?

you could download the free TextNow app for use in Europe. You'll be able to make free calls / text most any Cdn or US number using wifi or data you purchase locally.

No PM service in Europe but depending how long you are staying. You can stop payment no longer than 90 days or your account will be closed, SIM will be useless and your number will be lost and returned to the carrier you got the number from.

Meanwhile in Europe, you can purchase a local SIM or use WhatsApp or TextNow through wifi for free calling and texting.
