If I purchase the 300 international minutes add-on package will it work in Mexico and do I still have to purchase a roaming package.

You are SOL on both. You will need to use voip with wifi or FaceTime with wifi or find a SIM plan in Mexico.

International minute only works if you call from Canada not from Mexico.

LD minutes are to use to call FROM Canada

and PM does not have roaming service in Mexico.  so, there is no way to use the service in Mexico.  Please use local prepaid service

Sorry there's no roaming in Mexico and getting that add on won't work in Mexico either.
