Switch carriers. This is a carrier limitation so there is no way to get around it endless you want to use VoIP apps like I do. Ive complained about this in the past.

Try fongo out. Thats what I use.

I can also confirm the 150 minute cutoff. Even with the $15 plan "unlimited incoming minutes" I was cutoff multiple times at this time when using for WebEx conference calls wit the "call me" feature. In that case it wasn't too bad because I could just have it call me back, but I knew about this limit and expected it as well...

If I need to call CRA or bank with expected hold times I'll use my landline or maybe another wifi app like TextNow doesn't have a limit.

Yes.

Dial again.

Not trying to be crass, an experience one of our Public Mobile users had was that after just 12 minutes the call dropped, so if you're getting 150 minutes, count yourself lucky!!!

If it is something in the system settings then I doubt it.

Never been on the phone for 2.5 hours so never experienced it

Sorry, but no. The limit doesn't appear to be exactly 2.5 hours, but many have reported a similar amount of time.
