new customer - can't make some local outgoing calls

Hello - I'm a new PM customer with a province-wide talk plan, i just tried calling a house number in province and it says i do not have a proper long distance plan and the call cannot be made. Some of my calls seem to work (i've called a couple of mobile numbers)

Please Help!
