I hope after some time you are now able to send/receive texts.
If not, try resetting your device's Network Settings.
If you put your SIM into another compatible Public Mobile phone, does texting work then?

Is it possible your iMessage or Chat settings are not allowing SMS?
If Android, try adjusting Chat messages options.
For Apple, adjust the iMessage settings:

You tagged your post as porting. As @Anonymous mentioned if you did not leave your old sim card in your phone to recieve the porting authorization text and respond YES to it within 90 minutes you will have to reintiate your port request. You can do this by contacting the moderators or by calling the telus porting department.
If you cannot make calls or send texts on your pm sim card then your activation did not set up correctly. Then you must contact the moderators first. I suggest sending a private message.
Contact the moderators by sending a private message and leave a detailed message explaining your issue and the info to verify your account by including the following information:

The average wait time is 2 to 4 hours but be prepared to wait up to 48 hours for non urgent requests. Current wait times are about one hour and are probably even less if there are new trainees. Keep an eye on your private message box the envelope icon next to your avatar for a little number to pop indicating a message from the moderators. Responding promptly will speed up service times.

do one thing take your SIM card out and waiting for a minute and put it back and do rebooting your phone - This one is quick and simple. Make sure your phone is off before removing and reinserting its SIM card.
Remove your phone’s battery - Some phones have removable batteries. Sometimes removing and reinserting the battery can fix certain issues. Just make sure your phone is off before you do this.
what is mean for Rebooting the phone means to turn off your phone and turn it back on again.

Turn your data on to send a Picture Messaging in world-wide,
if your data is off and your home internet wifi is on is not going through the Picture or a video Messaging,
you have to do this to is go through you will need to turn your data on to send a Picture or a video Messaging in world-wide,

@Maggie05 : Are you sure you can't send texts? It's normal during porting to not receive calls and texts until the port is complete. Did you leave your old SIM in to confirm the port?

What kind of phone is that?
Also, just to confirm, you have been an user for some time or just joined PM? If you have been with PM for sometime, did you just change your phone?

Have you ever been able to send or receive texts ? You need to enable data even though it does not use your data.
