Yes, it is supposed to still work. You do not need active service, or even a sim card in the phone, to dial 9-1-1. There still does still need to be a network that your device is capable of connecting to at that location. 


@computergeek541 right.  You don't even need a SIM card in the slot, as long as there is a compatible frequency (ie you're not using a phone designed only for use overseas or something), you should be able to dial 9-1-1.
