I transferred the service to Public on Tuesday, it still does not allow inbound calls stating that I am not available. All other services work

It likely is a stuck port.  You also should not be able to receive texts if stuck port.  Your original carrier SIM card should still be working.

The quickest way for stuck port is to call the Telus porting team:

 1-844-xxx-xxxx
