@Leslie13  It does sound as if your phone may be blacklisted.

APN settings are unrelated to network registration. Those settings could be blank and network registration would still work to compatible networks with an active service. APN settings only enable the use of cellular data.

@Leslie13  Where did you purchase that phone? Was it a retail location or a person? Is your phone blacklisted?

@Leslie13 to reset your network settings 

Procedure

  1. Open the Settings app
  2. Tap General Management
  3. Tap Reset
  4. Tap Reset Network Settings
  5. Tap Reset Settings
    • Note: If prompted, enter your PIN, password or pattern
  6. Tap Reset Settings one more time to confirm

Restart your phone if it doesn't automatically do so. Stay safe

I did not make any reset nor changed APN
