My phone number owned by somebody else

sonozaki

I recently got a public mobile SIM and activated a number.

I have been using it for a few days and I noticed whenever I do SMS verification for apps, it does not send me a verification code.

So I tried calling my number and somebody else answered. While talking to the person, I found that he had the exact same number and all the SMS has been sent to him.

I have no idea why this happens

Strangely sometimes a phone number already in use is released to the available numbers list. If you picked a a new number upon activation you can change it once every 30 days so you could just log into your account and change your number without the help of a moderator.
