There are others.
CRTC definitions for what qualifies seems somewhat strict yet also somewhat vague. We're all aware of the consumer brands. But there's also localized government and corporate cellular networks. There's probably also all sorts of weird ad hoc industry one-offs (and maybe even private, secret, secured networks) which specifically don't get advertised. And there's many "amateur" cellular networks which are considered non-commercial and don't get registered as cellular operators.

And it appears that there will be still more in the near future. CRTC wants to step up the market ... though this is more about politics and promises and speculation. Might actually happen. Might just get quietly buried.

I believe the first and so far only approved MVNO is dotmobile: https://dotmobile.app/.

All of the MVNOs (now owned by the Big Three/Four) started off as small startups.
It seems like most of Canada still hasn't heard of Public Mobile. Or has only heard hearsay about it which is largely negative. If you'd never heard of Public Mobile but googled it up or read Wikipedia then you'd probably be scared off pretty quick. But Public Mobile is most certainly just as legit and reliable as the carrier which owns it.
Wundle might vanish overnight. It might prosper and grow into the star player of a little region.
If you're concerned about longevity, stability, and reliability then probably best not to gamble with a startup brand.
But if you're interested in getting a good no-contract deal - and you might stay or you might leave to follow a better plan elsewhere - then companies like Wundle might be an excellent choice. For a while, at least.

Not carrier licensee?
Stay away!
Perhaps like the neighbor that resells wifi.
The service maybe terminated.

Apparently not an MVNO - meaning not a carrier-licensed CRTC-recognized operator.
Just "a guy" rebranding and reselling Telus eSIMs.
There's very little information about it online - which means it's very easy to fake information about it online - but from what I can see the customers are happy and the feedback is positive. Size of the company is not itself a reflection on legitimacy of the product it sells or the ethics it follows.
