Some vouchers can take a couple of days before they are active, sort of like gift cards. Visa card rejection can be due to address entry issues like inputing a suite number or having a space in the postal code. If a card is rejected a few times, it gets locked out for security reasons. One suggestion would be go to recharge.com to get a voucher. The vouchers from recharge will work immediately.
