Ive been locked out of my account and it now says "Sorry, you've been locked out. Please contact Public Mobile for help.".
I was answering the secret question to get my password to reset but forgot my secret question.

You've entered too many incorrect passwords (guesses)?
You can try clearing your browser cache/cookies, or even try a different browser.
You can try logging in on a different computer, ideally one at a different physical location and network address.
You can wait until the system "unlocks" your account, probably 24 hours.
You can message the mods - and offer your account #, phone #, address, DOB, etc to reduce the need for two-way dialog, but it may also take hours.
