I unlocked by Fido iPhone 4 running iOS 7, then purchased, received a Public-Mobile SIM card.
I activated it and started payments, then entered by SIM card into my iPhone 4; now, after 2 hours, after several restarts of my phone, I'm getting "Invalid SIM card" or, sometimes, "unavailable Network". I know that the Public Mobile network should be available in my apartment because a friend of mine with Public Mobile phone can receive calls here.
Is there something wrong with my SIM card, should I wait longer, or are there some steps I haven't completed?

Hope that works. Let us know. My friends who unlocked their 5s didn't have to factory reset. Might be a 4 thing

Thanks for the responses, the answer turns out to be documented in https://support.apple.com/en-ca/HT201328
One needs to (1) backup the iphone, (2) restore to factory defaults (3) restore the backup.

@alberto56 do you own the phone from day 1 or did you buy it used?
Is there a chance that it may be blacklisted?

There is a chance that the activation may have gone off the rails. Check the account to make sure there's nothing appearing out of place. If needed, contact the moderator team to investigate. the invalid sim message leads me to believe that your phone is not unlocked.
also once you get it working you will need to enter the apn settings for data. the iphone 4 is a littly ticky and you will need to visit a specific website, will see if i can find teh thread.
To add to @mimmo comment, you can also try a SIM card from a different provider with your iPhone to check that your iPhone is indeed unlocked.
