Just get my Public Mobile SIM active, but can't receive any phone calls. What is the problem?

Are your other (if any) services working? Is your phone compatible with the Telus network, is your phone unlocked if brouht from a non-Telus carrier? Are you attempting to port your number in, or did you get a temporary number?

@steven930if you are porting over a number from another provider it could take from a couple of minutes to a couple of hours for the port request to be completed

If you ported your number, sounds like a failed port.
Does your old sim still work? if yes you will need to send the mod your old account number, old phone numer, ld account name exatly, your new phone number and your sim card number..
