Best way to get rewards if you can refer someone to sign up when they offer a promotion of $25 and also on auto pay

The calculations are not known.
If you're here for the monetary reward then it's not worth the time. If you're here to help others get their phones working and find some personal reward of the satisfaction of seeing them go away with a working service then have at it. The monetary rewards will follow.
Then...you have to keep doing that each month as the reward level is reset each month.
Early in the new month, the calculations are made and rewards are shown in your self-serve. Then on your renewal they get used to reduce your plan cost along with any other of the 4 reward categories on offer here.

It's impossible to know for sure until the community rewards are added to your account. Public Mobile does not want people to know exactly how things are calculated. Otherwise, people would do exactly the things that the rewards calculation system is looking for, even if those things aren't helping anyone in specific situations. My suggestion would be just to help out where you can. The amount of hours required to achieve the upper reward levels probably results in payout of fractions of a dollar per hour.
