The text message sent to the person doing the referring and receiving the $1 refer-a-friend reward does not always come immediately. If the activation is done past a certain time at night (uncertain of the exact time), no text messges will be sent out/received about this until 12pm Eastern/9am Pacific time.

You referee will receive the $10 credit within 72 hours after activation. Usually next morning.
When was your referee activate his/her PM plan?
