add banner in support forum during high volume times with instructions

In high volume situations put a banner/ visable note with some forum directions.

ie

We are expericing high volumes of traffic to ensure the fastest responces please

• 1) only start one thead 
• 2)do not tag or private message multiple moderators
• 3) only send 1 private message to a single moderator
• 4) Follow this link if you need to send a private message.
• 5)Do not add on to thread but create your own
• 6) Turn on e-mail notifications for receipt of private messages in your community account.  (thanks SD08)
• 7)any other items

And also add a resonse time eta. (I know this has been suggested before)

These are good things to do regardless of the volume work for the moderators.

6) Turn on e-mail notifications for receipt of private messages in your community account. If the wait time for response is 24+ hrs, by doing this, customers can save themselves the trouble of checking their community inboxes constantly, or else run the risk of missing a reply from a moderator by hours.
