Tagging names

So with the new format of the website, tagging names just blends with the text. hard to see if someone already tagged a mod to review (well on my screen the txt is the same colour).

It used to be blue, like a hyperlink, but now just black/grey or whatever the default colour is.

Currently investigating making this change.

@David_J seems like a [relateively] CSS tweak that would be a quick win.  It really is a lot easier to eyeball when the mentions visually stand out....  thanks forinvestigating!

This idea is now completed with @mentions and URL's highlighted in orange.
