i am in toronto ,but i am not able to send international text (India) it always says error 38

Try both 011 and + as suggested. Are you using the country code 91?

You always need an exit code from the country you're in to get to another country. Then you always need a country code to select which country. Then whatever the other end phone system has for dialing. We have area code and prefix here before the final 4 digits. The US and Canada are regarded as the same country in the global telephone system. The other option is to use + in front of the country code instead of 011.

And finally of course that your recipient can receive international texts.

Make sure you're dialling the proper international codes to where you want to text to.

 

CALL INDIA FROM YOUR MOBILE PHONE OR LANDLINE
  1. Step 1: Exit code – 011. Your international phone number should start with North America exit code 011.
  2. Step 2: Country code. Followed by India Country code 91.
  3. Step 3: Area code and number. ...
  4. EXAMPLE: 011 91 9x xxxx xxxx.
