international long distance minutes - unable to make a call locally

Hello, my account shows that I have 400 minutes for international long distance Canada and US. I tried to call locally and it didn't work. Please clarify - it works internationally but not locally? I am in Toronto. Thanks

Thanks for all the suggestions. I do not have an active calling plan. That's probably why I can't make use of the free minutes.

@elak  The 400 minutes are good for Canada calling as long as you have an active calling plan.

@elak , which plan do you have?  Do you have a limited use calling plan and ran out of minutes?  The international long distance minutes work for calls within Canada and US as well.  It is kind of wasteful though as Canada minutes are cheaper at $5/500 minutes.

@elak Did you try restarting your phone or enabling/disabling Airplane mode? Also, try to add +1 in front of the number you call. Thanks.

@elak it should work locally. Try adding a 1 in front of the 10 digit number. Stay safe.
