calling 1-800 numbers within Canada

Hi all

My wife and I have the limited time $10 and $15 plan whereby we have limited talk time. If we call 1-800 numbers within Canada are the call time counted against our quota ?

For example- I just have 60 minutes talk time for my plan. If I call CRA 1-800-9598281 the wait time itself is 1  hour. But as this is a 1-800 number would that time count against my 60 minutes?
