You are not alone in not understanding the difference between a full service Post Paid cell provider (where you have gone through a credit check before being given service) AND the Third Tier Prepaid cell service offerings such as Public Mobile. Service and price can not be compared on a level playing field between Rogers (1st Tier) and Public Mobile. There are lots of work around to minor problems like this if you prefer to stay on a low cost cell plan with no contract locking you here.

You could purchase a long distance calling card.
They are usually sold at most conveience stores.

Sorry it doesn't look like Public Mobile offers calling to Nepal.
You can opt for a long distance calling card or you can use a VOIP app.
Note: There are also free phone apps to use while on WiFi or mobile data (if the other party has a similar app on their phone).

You'll need a calling app that allows this.
Regrettably, Public Mobile doesn't have an international calling add-on that'll reach that destination.
