@keenns I assume by 'show up' you mean in email compose. If that's the case, I don't think it has anything to do with internet (Public Mobile nor WiFi), just with the phone itself. I tested that on my iPhone in AirPlane mode and it was instant.
If something else, then I would try the same thing on WiFi and see if there is any improvement.

This is entirely a user-based setting, sender and/or receiver.
Are you using this method:
How to Email Photos from Your iPhone, iPod touch, and iPad (lifehacker.com)
Other things to consider:
1. Are you sending it via Wi-Fi or cellular data? If cellular data, 3G, 4G or LTE?
2. How large is the photo?
3. Does your email provider have a limit on the photo size?
4. Who's your email provider?
5. Call your ISP and see if they're experiencing problems.

To show up where?????
It should immediately on your iPhone SE in the Photos App.
If you cannot find it immediately go to the Photo App,
At the bottom of your screen tap Photos
Likely the last view you did was in an "Album" (and your recent pic is not yet in a album) and the only place to see ALL pics is in "Photos"
Now if your problem is that you took a pic on your iPhone and the pic is not showing on your iPad, another iPhone, or a Mac......you have to have all your iCloud settings set to share photos. And lets say you do....and is not there....once again go to "Photos" and you will find. And yes it can take a few minutes to show on another device. Make sure all devices are on Data or Wifi.....if not....no sharing will happen.
2 days.....is doubtful.

@keenns : If you're otherwise able to browse the internet then this is not a Public Mobile problem. Your email server. The recipients email server.
And you do mean email right? Not MMS? If MMS then that comes back here. 🙂
