"unexpected network response" - Call Barring

For the life of me, I can't block a phone number!!! I am using a ZTE AXON with Android, I have tried EVERYTHING! I finally found out how to block numbers using call barring and now when I try, no matter where I stand, it says "unexpected network response" >:^( someone please help me block this phone number!!! AAAAAAAA

@Momoka, could this be your problem.  I don't have a ZTE axon myself and so I don't know exactly how the call blocking menus work.  I use the google dialer which actually I recommend to all android users.  For the google dialer it is a matter of selecting a call from the caller history and right there is the option to create a contact, send a message, block/report spam.  Easy peasy.
