Picture MMS cannot be sent using WiFi.  They must be sent by cellular/mobile data only.

@CJ01  The reason I recommended Google was because I don't know the make and model of your phone. What is the make and model?

@CJ01  hit the power key, there should be a screenshot option. If not, try Google.

I don't have an iphone.

How do you take a screenshot on Android?

@CJ01  If you have an iPhone make sure MMS is enabled (iMessage settings).

If you have an Android phone post a screenshot of your APN settings.

I'm having this same problem and have applied these settings but still am unable to send picture messages. Everything else in terms of data usage on my device works just fine.

Any help would be greatly appreciated.

@publicy  Make sure data is on and mms is part of the APN Type string within your APN settings.

MMS picture message needs mobile data to send.

Enable data and restart your phone to let PM SIM card configure you APN setting automatically.

If restart does not fix the issue, you need to manually setup APN using above guide.

@publicy

Make sure the data setting on your phoen is on. Even if you don't have data in your plan you still need data to be on. It uses data but that data is free and doesn't count against your account. Most likely you need to update the APN settings/search for the network manually.

Android

Settings > More / More Networks / Wireless & Networks > Mobile Networks > Access Point Names > New APN setting (or a plus sign)

Iphone

Settings > Cellular > Cellular Data Options > Cellular Network
OR
Settings > Mobile Data > Mobile Data Options > Mobile Data Network.

Add a new APN and enter the Public Mobile details -->https://apn-canada.gishan.net/en/apn/public-mobile

@publicy Your data must be enabled for mms (picture and group) messaging.
