calling saying "out of service"

My boyfriend just signed up with public mobile tonight, we both have iphones. When he texts me it is coming up as his email instead of his phone number, and when i try to call him it says "were sorry the number you have reached is out of service." When someone else tries to call him, with an iphone or android it works so we are very confused.

Are you both with Public Mobile?

Is the other person able to call him is with Public Mobile?

Like above reply said could be port issue 

Also try restarting both phones if you have not done so

Did you both port numbers from another mobile company or activated a new number?  

If you ported numbers, your ports have not been completed yet.  Your phones are not funcitonally properly yet.  It can take a few hours for port to be completed.  Some of the service is probably using imessage via your data/Wifi.  Maybe wait a bit to see whether things regain full functionality.
