SIM network unlock PIN

I have an unlocked phone and had just registered to PublicMobile. Unfortunately my phone is saying that I need "SIM network unlock PIN". Please advise, thank you.

If you have a Samsung phone then you would need to contact them otherwise you would need assistance from a moderator.    Start a live chat session from Samsung's Contact Us page:   http://www.samsung.com/ca/info/contactus.html?CID=AFL-hq-mul-0813-11000170 Inform the rep that you would like to unlock your Samsung phone and provide the IMEI & Carrier info In a few (2+) days, you will get the unlock code via email.   Moderator can be reached at  https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437

@Bobpeachey  Your phone might be locked to the previous provider. You must get the Network Unlock PUK code from your previous provider.
If your phone is a Samsung you might be able to get an unlock code from the Samsung website via a chat

I've also noticed that my phone can recieve calls but cannot call out. Is that normal givin that my phone still needs for the sim to be unlocked?

@Bobpeachey  No, that is not normal. Does your phone support two sim cards. Are you receiving calls through a third party calling app through WiFi?

That should be impossible, save for badly programmed software.  A phonr asking for SIM Network Unlock PIN means that it's 100% locked to a different carrier.

No, not connected to wifi or anything. Also, I have an unlock code from the previous provider. I typed it in and it says "Network Unlock Request Unsuccesful". Also, I have just tested the Sim card in a different phone. It works. It's definitely an issue with my phone and not the sim. Thanks for your help. I'll confirm this as resolved.
