Just to take this one step further... Public Mobile is on Telus' network, so often modern phones will connect at LTE but will be throttled down for slower data - hence "at 3G speeds."  There have been people who have reported that actual a 3G connection is faster than an LTE connection, albeit with some latency.

 

In other words, even if the phone connects at 3G instead of LTE, there is minimal difference you would likely see.  If you like that phone, I see nothing wrong with getting it.  At $30 on sale, you really wouldn't have much to lose.  🙂
