Phone not ringing or calling out since activation

Hello, activate account/sim yesterday and phone will not make incoming or outgoing calls. It goes straight to voicemail.

I assume that data and text messaging works?  Where did you use this phone before, and was it on a 3g-type network?  Public Mobile doesn't have VoLTE and that's why I'm asking.
